Mueller investigation is ‘close to being completed,’ acting attorney general says

I think what a lot of people are missing is that all of this chatter relates to Mueller's Report on Obstruction. That hasn't been clarified in recent reporting, but in the Summer and Fall of 2018 several reports, that seemed to come out over and over again for several months, indicated that Mueller was either close to wrapping up his obstruction probe or was setting it aside in order to continue investigating collusion without interference by Trump (because if he were to indict DJT for obstruction or perjury, for instance, Trump would fire him and his team).

The thing is, the collusion investigation is primarily an ongoing counterintelligence investigation, of an ongoing national security emergency (the sitting president harboring loyalty to an American adversary). It has the ancillary effect of producing evidence of criminal wrongdoing, but it does not function in the same way as a criminal investigation, where all events are past and there is no substantial active threat. The cointel aspect of this investigation will continue after Trump leaves office or until it is squashed by nothing short of a sy , not just within the DOJ, but within the investigative ranks of the FBI as well.
