Mueller report summary delivered to Congress

In assessing potential conspiracy charges, the Special Counsel also considered whether members of the Trump campaign "coordinated" with Russian election interference activities. The Special Counsel defined "coordination" as an "agreement -- tacit or express -- betwenn the Trump Campaign and the Russian government on election interference.

With that narrow definition, nothing but a virtual smoking gun would qualify as coordination. Manafort can guide Russian efforts to reach voters by giving them targeting data, but no one agreed explicitly on the goal. Stone can with his insider knowledge help the Trump campaign know about Russian email dumps ahead of time, and capitalize politically. But Mueller doesn't have evidence of Stone agreeing with Assange about the mutual goal.

Hopefully the FBI will bring such evidence to light, but if so it will be too late for the report.
