In the same sense as Obama did it. Did you think Obama was genocidal? ICE has been separating children from adults for a long time before Trump.
Why? Because you can't lock up children together with adults, that's a recipe for a lot of preventable abuse. And the kids only stay in "cages" (more accurate would be: group cells) for a few hours (worst case days -- happened once, when there was this huge number of people coming in caravans). The kids are then transferred to facilities that are comparable to affordable boarding schools.
