Multiverse 3 The I'd rather be playing XCOM 2 edition

This is to say that multiversal travel is much more difficult for those who are more powerful to begin with, thereby a lower tier character would have a much easier time transporting themselves than even say a few spare materials they bring with them, and higher tiered characters have an incredibly difficult time traversing the multiverse

  1. How does knowledge play into this? For example: "special" kid Billy, Average Joe, Tony Stark, and Mr. Old Wizard (average attunment, 90+ years of training) all want to go through a portal to another dimension. None of them are bringing anything with them. For some reason they're all at the same physical strength. How does that play out? Can they all pass through with the same ease since their only difference in intelligence?

  2. How does character potential play into this? For example: It turns out that "Special" kid Billy is actually a great one. However he has no knowledge of magic and has mental blocks bringing him down to average attunment. He and Mr. Old Wizard from before are both trying to walk through a portal to another dimension. Who has an easier time?

  3. How do pocket dimensions play into this? Do higher tier characters just get a natural resistance to getting put into pocket dimensions? Can higher tier characters even have their own pocket dimensions; Would that be impossible since they can't cross dimensional barriers? Or can pocket dimensions play by different rules in regards to this?

  4. Is there a turning point for this? Like an S tier couldn't easily stretch the dimensional barrier far to travel to another Universe, but if you're a U tier could you basically stretch the barrier as wide as you want and travel to other universes on a whim? Or does that kind of strength not come till multiversal tier, if at all?
