Muslim people afraid to go out in christchurch

I've been thinking about this a lot, and I think especially in such an extreme time of mourning that this kind of behaviour is really overfamiliar and misguided.

I've actively been trying to be kinder, more openly friendly in my demeanour, etc, following the attacks, but I just don't feel it appropriate to hug or even necessarily approach Muslim/other POC in the wake of these events, without seriously considering what the other person is comfortable with?

The whole concept of this uniting a nation is admirable but individual and community comfort must be considered first and foremost, or it seems like little more than a cheesy token rather than a movement towards actual inclusion?

Lots of question marks because who knows if I'm being too harsh, this is so terribly hard for all of us :(
