My [25F] husband [25M] keeps talking to his family in my presence about how much he regrets our wedding and he also keeps making comments about our credit card debt, despite my multiple requests for him to stop doing this.

But it's not just this, though. This guy poor-mouths, yes, but he's also an asshole. Who the hell dismisses someone with "you're on your period?! His shitting on the wedding is shitting on the marriage and on OP. He knows how she feels about it and says it anyway out of, what, spite? My point is he was at the wedding with her and went on a honeymoon with her and all he has is regret for those experiences.

Don't get me wrong, he has a point in that going into deep CC debt for an experience is (IMO) not the best use of credit but it takes two to tango, buddy. Both he and OP jointly incurred that debt and they need to address it as a team. He's putting the blame squarely on OP.
