If this douchebag gets away with a kiss, what else will she let him do, to preserve her "career"? Will she let him fondle her thighs and breasts until the end of her contract so she can get her bonus? Follow him to his office? Where's the line here?

This is a big part of it for me, if he thinks he can full on kiss her and absolutely nothing is said and she continues to smile and bring him tea and coffee, what else will he try? Why would he not start following her on her lunch break or things like that? I don't want to wait around for it to escalate. We're in Britain so I think you're right, I cannot see a company ignoring this but she seems to think they would.
