My college Dean won't allow my friend to bring her baby to class and professors have suggested she seek legal action.. Should she?

Since all of her professors have had conversations with her saying that they support her bringing the baby to class (for a few weeks, not forever obviously), maybe one is lying? Literally the only person that has a problem with it as far as she knows is the Dean.

I'm not trying to be an asshole here, just genuinely don't understand why this is happening. And the whole babies being distractions is bullshit to me. I am constantly distracted by the people making stupid jokes in class or being late or name the thing, but that's life! If the baby cries, she'll leave. It's a newborn baby, they sleep, then they cry, they get what they want, and then they sleep again.
