Idk what your experience is but I'll just share what I do/what I've found to work.

I have a very excited girl; best way I've found is to do some obedience training; it might be a double edged sword cause initially can be frustrating with the dog.

The walking example is a good one~ my girl doesn't bite but she will lunge/jump/fixate on a lot on any random bird/cat walking by. Get a bunch of treats you know he likes and when you notice something exciting coming around, get him to focus on you/make him perform a task/change directions in your walk. .

Case 1: her ears are now perked, her body is stiff and she's ready to jump on it if it comes by. This is her at an 8.5~ she's locked in, if I tried to get in front of her she'd probably try to move by my legs. This situation, my aim is to just get away/remove her from the distraction, if she's still amped up/starts misbehaving I'll tell her to sit and wait until she's calmed down to even register what I'm saying.

Case 2: she's at a 6, she's interested, if the bird started flapping she might go to a 9~ I'll call her/stand in front of her and reward any attention she's giving me, not too excited just encouraging, I don't want her jumping on me. Firm clear voice for the command, sweet and kind voice when she's doing well; eye contact with me not distraction, walking nicely, sitting when told all are encouraged and rewarded with treats. She does something like jump/lunge, I get her to sit (this I've trained really hard with her)

Case 3: I see the bird before her, I can get her attention before hand to ensure it doesn't sky rocket to a case 1.

It took me a lot of effort to get to this point; understanding what are her weak spots, her energy levels, where her attention is directed and to what level? I'm not a dog trainer but I've really tried with my girl; when I'm doing it consistently she does amazing, but if you're unable to control your dog/be in it's presence when he gets hyper, It may require another method.
