Not quite. Tigraine is Galad's mother. Galad is only half-brother to Elayne and Gawyn, Morgase married Galad's father some time after Tigraine vanished.

I'm pretty convinced that about the only weave Rand has that would solve his political problems is balefire. Don't know which is worse, the stuffy, temperamental Tairen nobles (which are basically a bunch of hotheaded Spaniards) or the Cairhienin nobles, who come from a long history of playing politics for keeps. The meeting is mostly Rand trying to convince them that he intends for Elayne to have the Lion throne, and them being rather skeptical.

The Andoran nobles that aren't Rahvin's buddies are pretty chill, although Andoran politics can be pretty stuffy in their own way too.
