Aes Sedai in the town could just sever the flows, I guess. Unless they set up a full-fledged blockade elsewhere, and totally impeding river traffic is not going to win them any support at all.

Though I’m disappointed we aren’t told much beyond the fact that the weave is actually pretty simple but needs some talent with earth.

My god this Halima plant is such a work of genius on the Dark One’s part. No one is going to suspect her, and I don’t know if the Aes Sedai are aware the Dark One can do soemthing like this. So she basically has the run of the place – she can use the Power anytime, without anyone realising what she’s doing. How are they ever going to find her out?
