Men need to learn consent

Man. This is like so offensive, to both men and victims.

No, men don't. They already know. The rules around consent are constantly being discussed and are just plainly common sense. Claiming that they need to be educated about it is beyond condescending and excuses their behavior (in some of their minds "I didn't know!", and in the minds of some of their victims "Maybe they didn't understand?").

If anyone claims that they were unaware that they didn't have consent, it should be treated as a purposeful lie on their part.

This should be treated very similarly too the one punch campaign in Australia, which made it common knowledge that a single punch can kill and as a result it is no longer treated as manslaughter if the recipient dies. Except in the case of consent, it is already common knowledge but isn't being treated as such.
