My horse is the victim of animal abuse at an equine facility that is pretending to be a legal business (but I have just learned that it is not). What are my options right now in regards to legal action?

I am certain of willful negligence, I only suspect that it was intentional. Negligence is considered animal abuse. My horse required veterinary attention far earlier than he’d received it, and I was only told about it on the day that I would be there to see him myself. The stable owner had fed my horse at 9am that morning and his daughter had brought him after about nine hours due to the storm. I will be calling the vet in the morning to ask about when he thought the wound was acquired so that I have a professional’s statement (I was unable to be there for the appointment and the vet had not mentioned anything in his email report, however he did mention that he doesn’t suspect he’ll have permanent damage, which is great, but does not make me think otherwise about neglect) but there is scarring/scabbing showing where the wound had reached. It’s not possible for it to have been in such an advanced stage after only nine hours.

The stable owner did not notify me. His daughter notified me, and what she’d said was not even accurate. This “decent cut” cost over three hundred dollars in vet fees and the stable owner will not respond to my texts. I still have no idea how this could have even happened unless they decided to ignore it when it had originally happened.
