We can accept feedback and advices pretty easily as long as they are constructive and given with empathy. "You should organize better" or "You can't keep delay from project to project", those are moralizing instead of helpful.

You are blinded by your anger. He is blinded by his stress, which means he probably truly cares (maybe keep that in mind when speaking to him). One good argument is to help him reconnect with the factual situation of each individual involved in the team, hence helping him see the bigger picture for everyone; another one is to remind him how he is actually actively contributing to his own restfulness by being complacent over the delays (there is no way he is resting properly when he says he is haha, he knows the issues are still around),
