There is nothing you can do. Let’s be honest, other than standing bye the dog and (positively), correcting the animal every time it barks, there isn’t much that can be done.

It would be different if the dogs barked every time the guy left his front door open because the solution would be simple, keep the door shut. However, without knowing the source of the barking/whining there isn’t much to do and also, sometimes dogs just bark and whine for no reason, sometimes they just get bored and whine like people (huskys/chihuahuas).

Don’t call the cops for a late night noise violation, it might help out one time but they will think your crazy if you keep calling them every other week for dogs barking.
