The only embassy involved in the US Embassy in Baghdad, and needless to say, they have a lot on their plate right now. The best scenario would be if she could get herself to the embassy. I don't know if the embassy has the resources to pick anyone up, and since your sister's husband/inlaws would presumably try to stop this, Iraqi authorities would need to be involved and they've got a lot on their plates these days too. The US has no authority to arrest anyone inside a foreign country, and your sister has not committed any crime anyway, so arrest has nothing to do with the situation.

I suggest you contact the State Department. This page http://travel.state.gov/content/passports/english/emergencies.html has a lot of relevant information. Start by calling Overseas Citizens Services at 888-407-4747 . This is a very complicated situation, especially since your sister was under 18 when she left, and she left willingly and accompanied by a custodial parent, so it doesn't qualify as an abduction. However, she is a legal adult now, and if she's really a citizen only of the US, and is being held against her will in Iraq, she is entitled to State Department assistance in returning to the US. The cost of her return trip may be an issue -- the State Department is not normally able to pay travel expenses in a situation like this (though given the unstable situation in Iraq, it's possible they could, or at least could provide from Baghdad to the nearest major airport in a poltiically stable country). If you are able to come up with the money, that might help a lot. If your sister can get to the embassy (whether on her own, or with some assistance from embassy staff) and her travel arrangements can be paid for immediately, it should be pretty easy to get her out of there.
