Yeah but it kinda becomes impossible to have any real variety AND avoid a "meta"
The only way to make there be variety is to water everything down to the point where it doesn't matter what you pick, and then you have the problem where it feels like nothing matters. At that point, why have it be a hero shooter at all?
Given that team placement essentially decides games assuming all players are of equal skill, whatever heroes that have the best ways to deal with the random circle locations will be meta. The problem with any sort of meta isn't the legends themselves, its the core game's design.
You wanna know how to make more legends be viable? Show the location of the final circle and the path of the dropship to all players before the match starts and let them plan their team composition and drop location accordingly. Let the Caustics, Ramparts, and Wattsons be able to set up without it being pure luck if the ring favors them or not. Then you can have more varied other team compositions for other play styles. Make the supply drops have better gear than they do now to encourage players to seek them out, thus providing better gear for non-defense camp playstyles and forcing engagements outside of the choke points that would naturally exist due to knowing where ring would end up.
