She's interested in sex (because puberty) but not ready to be the women who is clear about her desire, feeling no shame at expressing where that takes her. Having somebody "make her" (or the heroine proxy) or take charge of her sexual experiences means she doesn't have to be the person who walks up and says she wants to have sex.

I don't know Colleen Hoover, but in a typical fantasy book scenario, the author also guarantees that the partner is in love, attractive, rich, special, automatically knows what she likes, is someone the heroine loves back, and the experience is overall positive.
