Name brand dealership sold used car with lien to another dealership who then sold it to someone, car still has a lien of $15,000 - loan is being defaulted on

Thanks for your response. I've scoured the internet for this, and this page you shared is one I have viewed. What stands out to me is:

"Registered car dealers are legally required to make sure liens are removed from used cars."

What if the pretence is that the car was paid off? Are dealers still legally required to do their due diligence an run a VIN check and ensure that they are not selling a car with a lien?

From what I understand with a similar situation in this article which is from my province and which had a lawyer weight in:
"Depending on the financing agreement, it can either be the dealership's responsibility to do the lien check, or the financier's."

Either the bank on the new financing agreement or the dealership should have run the check regardless.
