It's one of the biggest differences in almost any crisis situation. It's very easy for everyone to stand around and hope someone else takes control and does something, we see that "bystander effect" all the time in things like accidents. You have to actively train yourself to almost yell at yourself DO NOT RELY ON ANYONE ELSE TO TAKE CHARGE... because our brains are really wired to almost freeze in these situations (or panic and flee).

And I think that was the biggest difference in this situation. If you watch the body cam footage, the number of times you hear him CONTINUOUSLY yell and push the officers ahead, because you can see them want to post up. And he knows, if he doesn't keep doing that, they won't get to that shooter.
