The trouble is in our incredibly ingrained culture of racism and ignorance. Canada is so very, very racist... but we generally try to not talk about it. But when issues about natives are discussed the responses are so full of hate and disgust. "They do it too themselves, it's their own fault, they don't work as hard as us, they are too stubborn, stupid, violent, drunk etc etc etc" there is a lot of resentment about perceived unfairness, about "hand outs" and other things that I think distract from the talks we should be having.

This is exactly the same reaction in the United States to groups like Black Lives Matter. It's pretty much universal. It's so easy, you could do it to any group if you had the power and public will. Let's try this...

Step 1. Isolation. Segregate society so that men and women with blue eyes must live only in certain areas. There are many ways to do this, be it red lining, real estate covenants, or even housing laws. It's important that communities of blue eyed peoples are separated from communities of non-blue eyed people.

Step 2. Subjugation. Create systems which implicitly or explicitly make building personal equity difficult or impossible for men and women with blue eyes. Poverty and unemployment will rise. Living conditions for men and women with blue eyes will get worse. Men and women with blue eyes will become more reliant on public aid (if available) or crime (if not).

Step 3. Exploitation. Aggressively police those areas with high populations of blue eyed peoples and enforce laws unevenly in respect to blue eyed men and women and everyone else. Report on the crimes of blue eyed peoples from an outsider perspective without examining underlying factors.

You have now created an environment where people with blue eyes are distrusted and seen to be savages who take from society and give nothing back. You can do it to literally any group you want if you have the power and public will behind you. Isolation, subjugation, and exploitation.
