I cheated, I have the sheet music to this. In track "We Never Change", that atmosphere you are seeking is somewhat a"suspended" feeling by delaying a resolution considerably by making the music static but with great voicings. The intro and verse use these chord changes, F#madd11 - E6 in the key of A Major. In Roman numeral analysis, this could be seen a vi-V movement. Swaying between these two diatonic movements falls into a functional movement of subdominant-to-dominant. However it never resolves to the tonic for that duration of the verse (the sixth chord for the dominant is interesting). It does so in reaching the tonic ever so sweetly as the final chord of the chorus. That is pretty much the key to achieving the style, delay a resolution until the last moments of a chorus, using few chords but great voicings with alt. guitar tunnings. I would say to learn basic diatonic functional harmony and you'll be set for life.
