It is also said in Deuteronomy 32 8 -9 " When El apportioned the nations, when he divided humankind, he fixed the boundaries of the peoples according to the number of the gods; the LORD's own portion was his people, Jacob his allotted share."

The one true god El, or as you know him Allah, makes it clear that other gods exist and he personally assigned them to each nation. But he also states he is the supreme being. Which means all other gods answer to to him.

Do to this Baal is real, and just because you put your faith in El, Allah, does not mean Baal will not screw with you. And when El allows Baal to test you and ignores your prayers to see what you would do. You cab defend yourself from Baals influences.
