If you really want to you will be able to limit break him after the event using wind shards. Since you are new you will have all the SSM chapters to clear which will give you wind shards and rainbow shards. You will also get 5 shards of each element a month from daily logins. Also J+ events rerun that have shards as rewards as well just keep an eye out for anything that gives shards.

His gear and equipment need to be farmed before the end of the event unless you plan on buying omnigear shards and using golden gear shards on his gear(which I don't recommend at all).

I'm personally going to shard him with wind shards but I won't use rainbow shards on him. The community is somewhat divided if he deserves shards or not but I'm a fan of the show.
