Here are some suggestions that may give you a jumping off point:
French House
Jean Tonique - Plage d'Or (feat. Bleu Platine)
Those are four really good French House producers. Some actual French producers include Tchami, DJ Snake, Malala, and Mercer.
Other French talent includes Madeon, who kinda has a more energetic French House sound. You could also go with Oliver and Lemaitre who have the sounds you might be looking for.
As for Dutch music, I'm not too sure. Maybe try Burak Yeter or Kris Kross Amsterdam. There is also dirty Dutch house, which is a little dated at this point.
