Although I'd disagree with you first assertion. As there's ample evidence to suggest masks have had a substantial effect on reducing overall spread across many countries.

They didn't simply say. "Yes we have widely available masks lets implement them" They did however originally, advise against everybody wearing them, due to a shortage, and need for them to primarily get to medical frontline workers. Though that decision didnt mean they wouldnt be effective for the public, it did however address a shortage in the early stages and medical staff were a priority. Though as cases rapidly grew the general public was advised of its benefit. and with production meeting the demand they then pushed for public mandates to be met. This applies more so to u.s. though it was seen in other areas aswell.
