Sounds like your country needs reformation on mental health services. I don’t know why you’re bringing that up as if that’s the case for everywhere except where I live. If anyone sees it they DO need to shop around and make sure the therapist is right for them, because a bad therapist can exacerbate the problems and cause more long term damage. There are many options outside of finding an expensive doctor to go sit with for an hour to tell your problems too. There are county based therapists who work for local residents that work on a sliding scale fee, there are school counselors, therapy services offered through employment often, there are even free downloadable apps where you can converse with a counselor.
