A neighboring developer cut back our trees while we were buying the house, then trampled over our land and destroyed our boundary stakes to put construction equipment on his lot

NAL Are you committed to the house yet? As in anything in writing? Can you back out without repercussion? It sounds like it's not worth the headache/hassle. If it was me, I wouldnt buy this house. This has the potential to become a seriously long battle and the guy sounds like an asshole. The fact there have been complaints by other neighbours is a serious red flag. From your description of him it sounds like this man has no respect for others. Do you really want him as your neighbour for any length of time? The fact he ruined the yard devalues the property. And why are the sellers so desperate to leave? Red flags all over the place here. Is your 'dream home' worth the nightmare it comes with?
