I had a similar problem last year where my neighbor's wastewater was overflowing into a constant trickle though my driveway. It was pretty gross but not to the extent to the horror of what you describe. We notified the district office's environmental staff and they were quick to inspect and impose an order to fix it swiftly or otherwise be fined/cut off from the water supply.

Chances are that the landowner has no idea what's going on, and just has the rent wired every month. You need to figure out who owns the lot and contact them, and if they don't fix it, you need to call the municipal authority อบต 'oor bor tor,' and if that doesn't go anywhere contact the nearest public health office สสส 'sor sor sor.'

Don't feel bad for causing a bit of trouble. It's worker housing, they don't mind. Other landowners have to adhere to standards and regulations, providing appropriate facilities for proper sewage treatment. The landowner most likely will tell the construction people to make the necessary changes, and deduct the cost from their rent bill.
