Not only does Nemesis absolutely DOMINATE certain gods (Zhong is already bad enough as is), but she performs well when she is picked because she's a counterpick jungler who does extremely well in certain matchups (including solo matchups). If you buff her then she'll become the best jungler and no one will have fun because a Nemesis meta is extremely shitty because 1-shot gods aren't fun to play against.
