New Cyclist Unprepared for high winds :(

I do the same as you, mostly. I 100% do not train on open roads for the same reason. However, I am fortunate to have a nearby park path system that has 15 miles of contiguous paved roads that connects several parks, that accommodates both pedestrians and cyclists (no cars). It's hilly and curvy, and I can avg 18 mph without putting anyone in danger. I've done 100 miles on repeats at this location, regularly do out and back for 30, and a variety of workouts to push HR, checkout cadence and test new gear. I ride both my TT (in aero), and road bike there.

OP - look into where you might have access to parks with roads that are closed to automobile traffic.
