I'm not referring if it's a government website, it's that each domain has a legal body in which they are governed by, and all no matter where they are located, dot-com, dot-net, and dot-org are subject to US jurisdiction.

This grants the U.S. a form of 'super-jurisdiction' over Internet activities, since most other countries are limited to jurisdiction with a real and substantial connection."
