As a new player, it feels like I have to jump through hoops to play comp.

First of all, I believe that Hidden Path's matchmaking system is pretty decent in most respects, and the competitive cooldowns for new players is one of the weirder things they added. Honestly, there is nothing you can do but take the day long wait for competitive.

IMO, the best thing someone does when they first get the game isn't to play competitive - its to learn your sensitivity and spray patterns to aim. I've introduced quite a few friends into the game, and by far the ones who got on aim_botz, got a new crosshair, got a good config, and learn how to tap got to MG levels in weeks compared to people who decided to jump in the deep end and rage that it's too difficult to rank out of low nova. Gamesense must be learned during competitive, and when you're new to the game most players won't be playing any strategies anyhow. Low-level gamesense and aim that should be learned out of silver would be stuff like Spray Patterns Tap Firing Buying Strategies (Alot of silvers get bad habits like saving 2nd after a loss with no bomb down) Movement Map callouts Shoulder peeking Grenade placements

tldr The 24 hour wait sucks, but you learn much faster by NOT playing competitive at a low level
