New proving grounds gameplay on console from PS Access

The campaign uses the exact same technology man. It's 4k in name only, not in fact. But in the spirit of getting along here it's fair to say that the upscaled imagery is good enough that most people playing it wouldn't notice the difference to begin with. He's not wrong to say it's 4k 60fps, because it is upscaled to that, but it doesn't natively run at that resolution (most of the time it's the upscaled data with 4k frames getting pumped out when the horsepower is available.) Sony does a similar thing with their Pro line - it pushes 4k via dynamic scaling when necessary but targets 30FPS in an effort to prioritize visuals. In games where the option to prioritize performance is available it donates the extra resources from locking the game at 1080p towards frame production.

As far as Sony dismissing a second mid-console refresh - they're moving on. Sony leads the console market, they're investing in the next generation (PS5 devkits are purportedly in the hands of developers, and a schematic rumored to be the design of the next console was filed for patent in Brazil for Sony by the PS4's designer.) I believe they feel confident enough in their current offerings (the PS4 and PS4 Pro) that they don't feel the need to do another update. Sony has always leaned heavily on excellent software offerings to help push their hardware, and this seems like they're doing no different. Microsoft is taking an iterative stance because they're reacting to Sony's Pro line and trying to capitalize on the people who are too impatient to wait for the next generation by offering a half-measure.
