I'm in Canada, mind you, but my child had ADHD related issues and we tried the non-medicated route of adjusting behavior and environment and in 3 years not a SINGLE teacher read or followed the minor teaching/learning adjustments recommended by the professional we hired.

Nothing is more frustrating than getting your kid the help they need based on suggestions from the school, only for those same people to file the advice away never to be seen again.

Thankfully, medication was life changing for him when we got tied of pulling teeth at school with teachers.
