New vegas controversial opinions

The core NCR areas are great. Citizens there probably don't mind the corruption because the alternative is a wasteland. The border towns are the ones with the problems. Joe the farmer has to pay taxes, give crops and pledge fealty to the NCR for what? A piece of paper saying that the NCR will protect them from Raiders and whoever else decides to terrorize them? The idea is great but the NCR doesn't have the resources to do that. You give and get nothing in return. The NCR couldnt even take a town back from a dozen convicts with dynamite. They are going to come out into the rural areas and kill the raiders plus it's established that they barely if at all protect the roads.

The inevitability of the NCR is the only advantage it has. They will eventually stabilize the region but how long will it take and at what cost? Why do they have to expand, for the sake of expansion? They have the Hoover the dam but don't have the means to hold it.

The Legion on the other hand, for all it's brutality will protect you if pledge loyalty to them or pay their tolls. They keep the roads safe, they kill raiders and maintain stability.

Caesar knows his system isn't going to last. He knows the NCR isn't going to last either. He wants to force the issue and create something better. Either with or without him. At least his ends are noble.
