I would compile details of how your VPN works and evidence how you are reliant upon it to view the material, the issues associated with it and how the NYLC software has mistakenly interpreted the disconnections as attempts to skip sections. You could say within that how that would be best demonstrated by video, and ask for details of how that could be sent to the panel, should it be required. Perhaps throw in a few screenshots for posterity, even though as evidence they are largely arbitrary.

I honestly think they will look favorably on your explanation without need for the video evidence.
