I'd expect the cop to be wearing a bullet or stab proof vest. Taser isn't going to reach skin through that. He'd have to hit an arm or something which would have been a pretty lucky shot while running and not even really looking back. He had already missed the one shot he realistically had and had a useless taser in his hands(if those thing can fire more than once, how likely is it a drunken man is going to know how to?).

The risk to the officer was minimal at that point.

Still, the officer shot without warning. No "Stop running man or I'm going to shoot". No chance given to the man to stop and rethink his choice. It was completely unnecessary use of deadly force.
