To be fair, it mentions at the end the source of the problem:

Mr Whittingdale said: 'Clearly the changes in political viewpoints taking place particularly in the north of England did not seem to be recognised sufficiently in the newsrooms in the southeast of England and that is something I think broadcasters are aware of.'

That their reporters are living in a bubble with like-minded people who only have superficial experiences with the people who voted Brexit in 2016 and deserted Corbyn for the Tories in 2019, so end up surprised that there are so many people who aren't like them when 99% of their friends and colleagues are like themselves.
