I never said "technical unemployed", I used "technically unemployed people", the former carrying legal weight that I wouldn't be able to delve into without a strong understanding of the law around that definition.

A lot of the people who got unemployed right now technically still have a job to go to when their companies re-open. Their contracts are temporarily put on hold due to government decree. You can't just unbind a contract normally and "fire" people from one day to the other in Belgium. In that sense they are not unemployed. The legal dues for unbinding a contract have not been satisfied yet (like severance, etc..).

Dishing out premiums to employees with help of those subsidies

So far the article doesn't mention that these companies are getting subsidies at all (you have to apply as a company to them), so that would be guessing. It only talks about employees, unless I missed something. We should avoid arguing about things we don't know as if they are facts, it'll just get emotional fast.
