Why no Augur of Bolas?

Have you looked at what cards are in control decks these days compared to previous control decks that ran Augur? There were two Esper control decks in the Top 4 of the recent MC Las Vegas. One had 11 instants and sorceries in the main deck, the other had 10. Current control decks aren't built on playing a bunch of counterspells and holding up card draw to the end of the opponent's turn. They're based mostly on permanents, playing some creatures and tons of planeswalkers.

Augur might have found a place if it had been printed in a set before War of the Spark, when control decks were playing 26-28 instants or sorceries before sideboarding. But Teferi killed instants and Narset killed drawing lots of cards, so current control decks aren't traditional instant-and-sorcery based decks anymore, they're proactive tap-out control, and so Augur isn't relevant.

By contrast, those decks posted above each have 25 targets that Narset can grab (often more after sideboarding). She sees 4 cards and can hit on almost half the deck, vs. Augur who sees 3 cards and hits on 1/6. They're basically the same effect if you're looking for an instant or sorcery, but these decks are looking for planeswalkers more often than not.

Then there's the fact that just comparing Narset's activated ability to Augur is missing what is, in some cases, her far more important ability. There are some decks you'd be willing to play her just for her static ability, so to get that plus potentially two activations of her ability is much more significant than the ability to brick a 2/1. Add in the fact that she's an uncommon, so it's not really necessary to use a budget alternative, and she really just outclasses Augur pretty badly.
