No cheating

The international disaster aid requests a cargo with medical and edible supplies inside a pod. They want to drop the pod into an area where a disaster has happened, the design of the pod needs to be low cost, the cargo has to have the lowest possible damage, and if the pod doesn’t break, the pod can be used for shelter against wind, rain, and safety. My design would probably have the pod be made out of steel so it can withstand floods, storms, possibly earthquakes, and another disaster. Steel is moreover cheap but it's quite heavy so I put a large parachute on it to slow the fall but the parachute is also really expensive costing $1000. So to make it not so expensive, I didn't put any padding for the cargo but I did put foam blocks to cushion the impact, and it only costs $100. When I tested this the conclusion was that the shell condition is water right, the cost is $1150 which is a pretty ok price, and the cargo damage is only 4.5% despite not even having any padding.
