Not too far away, a rural doctor was accused of performing unnecessary surgeries on his patients, and screwing a lot of them up. Just as the AG was planning on pressing charges, the doctor fled to his home country. Surgeons in the entire area were reporting him to the medical boards but were not being listened to.

Then, more of the story came out, it turns out that the medical clinic who employed the evil surgeon was allegedly refusing to treat any of the victims who had sued them. Keep in mind that there this caregiver is essentially a monopoly in this rural community, and you'd have to travel a significant distance to find alternative care. the case is still in discovery
