Who is going to pay for the ID picture? I know most people would rather spend every peso on food. Serious question, why do people need to expend their own resources on things that LGU's randomly implement? I pay 6 figures a year in taxation, I feel like there's enough money in the pile to do this a better way:

Get a digital camera or even a cell phone. Walk around to each house, get the representative to stand the appropriate social distance away, snap a picture, go back to your government office, print out a PVC quarantine card, give the PVC card to the representative, job done.

Here's another idea: Let people social distance themselves without needing a permission slip from the government. There will always (ALWAYS) be people that do the wrong thing. That's a problem that can not be solved with a quarantine pass.
