Cole is not an option because he's a spirit and doesn't think about romantic love. At least not yet.
Your options as a female elf are Solas, Sera, Cullen, The Iron Bull, Josephine and Blackwall
Solas's romance is very, very dramatic, and I won't say anymore because of spoilers.
Sera's can be fun but you need to like her.
Cullen's romance is adult and rewarding, but hinges on an important choice that affects you both by the end of the story.
The Iron Bull starts out very physical and evolves into something more serious later on. Expect rough sex.
Josie's is so sweet it will give you cavities.
Blackwall will shower you in more drama - not as much as Solas, but still quite some substantial amount of drama.
