Unpopular opinion, but this wasn't entirely their fault. The council said they did investigations of Silco and the undercity. The problem was the Marcus fed them bad information that downplayed how much influence Silco had and how bad it was down there.

They weren't "ignoring" the problem like so many people seem to say. They just weren't aware that there *was* a problem.

(To be clear: Yes, they're still mostly wankers for allowing there to be an "undercity" at all, and they should have gotten reports about it from more than just 1 guy. I'm just responding to the "they had no idea how bad it was"-type comments because... well, of course they didn't.)
