I believe with the current case in Minneapolis, the man wasnt resisting and commited a non-violent crime. So, by your logic the cop was in the wrong since the suspect was no longer a threat, but still the offficer was using extreme force to "subdue" the already cuffed man. In other first world countries, a non-violent crime isnt handled thebsame way a violent crime is.

I dont really remember too many of the other cases, and im sure there were a few resisting arrest which may have been the case for the officers to escalate. Still, its a reccuring pattern of police officers (community service members) that are using too much force on certain individuals.
