That’s not what satire is

I disagree. That’s not what some satire is, but are several forms of satire. There’s not a cookie cutter template. South Park, especially the older seasons, relied on offensive satire. GTA has a lot of exaggeratory satire. Exaggerations are the basis of stereotypes. Stereotypes can be offensive. That is still satire.

You do not make jokes about marginalized groups

That’s fine if you don’t like that form of comedy. Many don’t, many do. Luckily you can choose your own forms of entertainment. Telling everyone else that they’re wrong about something subjective because of your personal preference is unfair.
