  1. The body he's referring to is the [International Criminal Tribunal for the former Yugoslavia,]() which was set up by the United Nations and not "some Canadian lawyers." The judges presiding were from South Africa, Egypt, Namibia, China, Venezuela, Russia, Sweden, Canada and many other nations.

  2. He omits the reason the tribunal did not consider it a crime, which was that it found that the TV station was being used as part of the military communications network of the Serbian government and was therefore a legitimate military target.

  3. The families of the civilians killed in that attack accused Slobodan Milosevic of deliberately putting their loved ones into danger to score a propaganda victory. The head of state television went to prison for his role in the crime.

  4. Yes he does know "proportionate to what," he just decides to omit it.

And the hospital in Fallujah (Fallujah Maternity and Neonatal Hospital) was indeed being used as a base by insurgents. In 2015 ISIL tried the same trick and it was bombed again by he Iraqi Air Force and eventually retaken.

The one thing I regret most about Noam Chomsky is that he's 90 years old and isn't going to live long enough to see his name become an insult.
