That’s simply unture. Most crops are genetically static enough that changes from one generation to the next which aren’t being pressured by selection (natural or otherwise) will be unmeasurable and unnoticeable.

Maybe in very particular cases (crops that have a high degree of genetic variation, due to having a robust genome (think dog genome vs. cat genome, significance changes are easy in dogs but not so easy in cats as they would often be lethal)) would farmers not want to take the seeds, but I really doubt it that it could possibly apply to all or even most crops. Another particular case would be things like watermelons where the lack of seeds is more desirable by customers.
